Summary, etc. In a societal context of demographic decline and economic stagnation, the optimization of spending on health and solidarity represents one of the main current challenges for public authorities, regularly called upon to reduce their deficit. Consequently, the search for efficiency (of evaluation and of benchmarking) is one of the most powerful and determining factors in the evolution of public policies in this area. The evolution of attitudes also argues for a better consideration of the rights of beneficiaries and their life project: people who wish to be more involved in their own lives and no longer depend entirely on institutions. In short, the challenge ahead is to reduce the costs of operators by all means by seeking alternative solutions to the current responses, which are proving too costly and increasingly inadequate.This contribution outlines the landscape of public orientations and their stakes, and addresses their consequences on evolving forms of support and organization within social and medico-social operators. Like other actors, these operators are now subject to the principles of performance and competition.
