| Summary, etc. | RésuméAprès un repli sensible à la fin des années quatre-vingt-dix, l’aide publique au développement (APD) a connu un renouveau marqué ces dernières années. Politique complexe au service d’objectifs multiples, l’APD demeure néanmoins mal comprise, trop souvent associée au gaspillage et à la corruption. La mesure de son efficacité butte à la fois sur le niveau pertinent de mesure et sur la multiplicité de ses mandats. À un moment où l’aide publique française est appelée à faire des choix majeurs, notamment en termes de ressources, cet article plaide pour que l’APD soit repensée autour de trois composantes complémentaires. Par-delà et en plus de son mandat fondamental de solidarité à travers la réduction de la pauvreté, l’aide française se verrait confier des objectifs d’influence et de contribution à la gestion de la mondialisation. Instrument privilégié de la France dans la mondialisation, l’APD retrouverait ainsi tout son sens politique en répondant aux attentes des Français.Classification JEL : 01 ; F34 ; F59. |

| Summary, etc. | After a period of recess during the second part of the 1990s, official development assistance (ODA) has substantially increased over the last few years. However, this complex and multipurpose policy remains ill-understood often associated with waste and corruption. The measure of its effectiveness raises various questions relative to the variety of its mandates and the level of agregation at which results are considered. In 2007, French ODA stands at a cross-road, especially in terms of its resources. This paper argues that ODA should be thought around three complementary components. Beyond and in addition to its original mandate of solidarity through poverty reduction, French ODA can also be used as a vehicle for increasing influence and as an effective instrument to promote global collective action and the provision of global public goods. This is a promising way of revisiting its fundamental political dimension while meeting the expectations of French citizens. JEL Classification: 01; F34; F59. |
