Summary, etc. | RésuméCet article appréhende le Nouveau Régionalisme sous trois angles différents. D’abord, à l’analogie établie entre un “bol de spaghettis” et les accords d’intégration économique (AIE) devrait se substituer l’idée d’un “marché” pour les AIE. L’étude suggère un cadre économique systématique pour analyser la “libéralisation concurrentielle” des gouvernements, dans un contexte statique, de long terme. Puis l’article explique pourquoi les chiffrages ex post des effets moyens des AIE sur le commerce donnent des résultats très “modestes”. Enfin, après avoir exposé quels sont les déterminants à long terme de la libéralisation concurrentielle, les auteurs montrent comment conceptualiser le processus par lequel les gouvernements sélectionneront les AIE au fil du temps, c’est-à-dire, la croissance du régionalisme.Classification JEL : F10 ; F13 ; F15. |

Summary, etc. | We address three themes on the New Regionalism. First, the prominent analogy to a “spaghetti bowl” of economic integration agreements (EIAs) should be replaced by reference to a “market” for EIAs. We suggest a systematic economic framework for analyzing “competitive liberalization” of governments in a static, long-run context. Second, we address why ex post measurements of the average (treatment) effects of EIAs on trade seem so “small.” Third, after addressing evidence for long-run determinants of competitive liberalization, we discuss how one might conceptualize the process by which governments select into EIAs over time, that is, the growth of regionalism.
