| Summary, etc. | Depuis les années 1960, la décentralisation est apparue comme l'une des voies majeures pour atteindre un « bon » gouvernement des gens et des choses. Par le transfert de compétences de l'État aux collectivités locales, il n'était attendu rien de moins qu'un approfondissement de la démocratie, un accroissement de la prospérité et un renouveau des cultures minoritaires. Depuis, la réforme de l'action publique territoriale vise, par retouches successives et quasi permanentes, à faire advenir enfin les promesses initiales. Faut-il continuer dans ces voies ou n'est-il pas temps de formuler autrement les ambitions d'émancipation ? Classification JEL : H70, H77, R11, R50. |

| Summary, etc. | Since the 1960s, in France, decentralization has emerged as one of the main way to achieve a better government. By transferring powers from the state to local authorities, nothing less was expected than deepening democracy, increasing prosperity and renewing "minority" cultures. Since, the reform of the territorial public action aims, by ongoing alterations, to achieve at last the initial promises.
