Summary, etc. | Le concept de cargo cult a d’abord servi à désigner des pratiques mélanésiennes, jugées irrationnelles, d’incantation à la prospérité par la reproduction formelle d’artéfacts supposés amener des bienfaits matériels, tels des avions cargos. La production d’artéfacts et d’aménagements pour faire advenir le progrès matériel et économique est en fait un trait largement partagé dans les sociétés occidentales elles-mêmes, reproduisant chacune à leur tour des éléments apparus ailleurs — l’un des archétypes de ces entités à reproduire étant la Silicon Valley. Il s’agit ainsi de résoudre les difficultés sociales et désormais écologiques en créant des espaces dédiés à la science et à l’innovation qui, bien que reposant sur des présupposés non vérifiés, doivent rendre compétitif et produire de la croissance, verte aujourd’hui. L’aménagement du « cluster » scientifico-technologique du plateau de Paris-Saclay est sans doute le principal lieu de ce cargo cult en France. Cet article propose d’en retracer l’origine et d’en suivre les justifications et développements actuels, mis en tension avec leur emprise sur les sols, leur contestation et les effets en cascade qu’ils risquent de provoquer pour le futur — si rien ne les fait dérailler. Cet aménagement, hérité d’un passé qui ne cesse d’agir à présent, fait figure d’« actif échoué » au regard des enjeux climatiques et de biodiversité. Il continue à vivre, à l’abri de palissades et d’un régime juridique spécial, et à renfort d’argent public, de béton, de greenwashing et de promesses. |

Summary, etc. | The concept of cargo cult was first used to designate Melanesian practices, deemed irrational, of incantation to prosperity through the formal reproduction of artifacts supposed to bring material benefits, such as cargo planes. The production of artifacts and amenities to bring about material and economic progress is in fact a trait widely shared by Western societies themselves, each in turn reproducing elements that have appeared elsewhere—one of the archetypes of these entities to be reproduced being Silicon Valley. The aim is to solve social and now ecological problems by creating spaces dedicated to science and innovation, which, although based on unverified presuppositions, should make them competitive and produce growth—green growth today. The development of the scientific-technological “cluster” on the plateau de Saclay is undoubtedly the main site of this cargo cult in France. This article traces the origins of this development and follows its current justifications and developments, in tension with their impact on the land, their contestation and the cascading effects they are likely to have in the future—if nothing is done to derail them. This development, inherited from a past that continues to act today, is a “stranded asset” when it comes to climate and biodiversity issues. It lives on, sheltered by fences and a special legal regime, and backed by public money, concrete, greenwashing and promises. |
