A la jonction d’intérêts individuels et collectifs, cette ressource est difficile à mobiliser, notamment dans la construction d’un projet territorial périurbain. L’analyse des politiques territoriales locales menées en France depuis quarante ans dans quelques communes cherche à montrer que l’aménagement du territoire reste problématique tant que le foncier n’est pas saisi comme une ressource d’intérêt collectif. |
