| Summary, etc. | La région Bretagne travaille depuis plusieurs années en direction des publics en difficulté d’insertion pour les aider à se former puis à réintégrer le marché du travail. La volonté de mettre en place des parcours de formation intégrés, depuis la mobilisation de ces publics jusqu’à leur emploi, en passant par des actions de formation, a précédé la mise en place du Plan d’investissement dans les compétences ( pic). Celui-ci a permis d’innover encore davantage dans la voie déjà suivie : de nouvelles prestations ont vu le jour pour fluidifier les parcours, des freins financiers à l’entrée en formation ont été levés. Les prestataires de formation ont également bénéficié d’un soutien financier et d’un accompagnement pour les aider à transformer leurs pratiques, rendre les formations plus flexibles et mieux ajuster aux attentes des publics. Le directeur de la formation estime que le couple État/région a bien fonctionné même si parfois la démultiplication des programmes tend à générer quelques tensions entre acteurs locaux. |

| Summary, etc. | The regional council of Brittany has been working for several years with people experiencing integration difficulties in order to train them and then help them to reintegrate into the labor market. The will to implement training supports from mobilization of these publics to their employment through training precceds the implementation of the public programme, named the « Skills Investment Plan ». The sip helped to innovate further more : new prestations were created to facilitate these training programmes, financial barrier to acces training have desapeared. Training providers also beneficiate from the regional coucil financial support in order to encourage them to change their methods aiming at adjusting their training to people’s expectations and needs. In terms of governance, training director considers that the State/Region pair has been efficient even if the increasing number of trainings is a sources of tensions between local actors. |
