Summary, etc. RésuméL’article étudie en Bulgarie et en Roumanie la décentralisation et la régionalisation qui semblent être les deux faces de la gouvernance territoriale européenne. Nous montrons que dans ces deux pays, leurs définitions, leurs transferts sont dissociés, et que leurs enjeux sont apparus de façon décalée dans le temps, selon des injonctions européennes imprécises et parfois contradictoires. Il en résulte des choix nationaux inattendus contredisant l’hypothèse d’un modèle européen de gestion territoriale. Les expériences bulgare et roumaine permettent de tirer un enseignement pour le futur projet européen et pour la réflexion sur la coupure entre Est et Ouest de l’Europe.

Summary, etc. This article examines Europeanisation in Romania and Bulgaria as a transfer of the policies of decentralisation and regionalisation. These two principles appear to be the two sides of European territorial governance. We argue that their definitions, transfers, and implications did not take place simultaneously, due to unclear and sometimes contradictory European demands. These processes resulted in unexpected domestic policies, which leads us to refute the hypothesis of a common European model of territorial administration. The cases of Romania and Bulgaria add to our understanding of the future of the European project and to our reflection on the East-West divide in Europe.

Summary, etc. RezumatAcest studiu propune o abordare a procesului de europenizare prin prisma adoptării descentralizării şi regionalizării. Aceste două principii par a fi cele două faţete ale guvernanţei teritoriale europene. Dorim să aratam ca în Bulgaria şi România a existat o disociere în definirea şi adoptarea acestor două procese, acestea apărând ca mize decalat în timp, în funcţie de injoncţiuni europene imprecise şi adesea contradictorii. Avem de-a face astfel cu opţiuni naţionale care contrazic existenţa unui model european de gestiune teritorială. Experienţele Bulgariei şi României oferă învaţăminte importante atât pentru viitorul construcţiei europene cât si pentru abordarea clivajelor dintre Estul şi Vestul Europei.
