| Summary, etc. | RésuméNotre article propose l'analyse de deux corpus ayant trait à la mise à disposition de l'information publique : les discours législatifs de 1978 à 2011 et plusieurs portails « open data » de collectivités territoriales. Nous souhaitons expliquer les modalités de diffusion et de réutilisation des informations publiques et le rôle actif des collectivités territoriales dans l'actualisation de cette action publique. Nous faisons l'hypothèse d'un « détachement » (Ricoeur, 1986) de l'information publique de son institution par le passage de l'accès à la diffusion. Pour cela, nous soulignons deux processus conjoints qui conditionnent ce « détachement » : l'imposition du mode de communication et le processus de « redocumentarisation » de l'information publique constitué par le traitement des données et leur organisation pour favoriser leur accès et leur lisibilité. |

| Summary, etc. | This article aims to study speeches and practices concerning the provision of the public information. We study the way the public data-related policies were established considering more specifically the issues linked to their distribution and their re-use. In this view, it will lean on the analysis of two corpus : a corpus made of French legislative texts that have been published since 1978 and a corpus made of territorial « open data » web sites. Our main hypothesis of its development is that there is a 'detachment” (Ricoeur, on 1986) of the public information of the institution by the passage of the access to the distribution. We underline two processes which are the conditions of this "detachment". Therefore, our study is organised around the two challenges linked to open data development. The first challenge (and our first part) is the imposition of the mode of communication. The second challenge (our second part) is the process of "redocumentarisation" of the public information established by the data processing and their organization to enhance their access and their legibility. This evolution marks a transformation of relationship between public bodies and new actors in public services development. |

| Summary, etc. | ResumenNuestro artículo propone un análisis de dos colecciones que tratan el suministro de información pública. Por un lado, los discursos legislativos entre 1978 y 2011. Por otro, varios portales de 'datos abiertos” de colectividades territoriales. Nuestro objetivo es describir las modalidades de difusión y de reutilización de la información pública, así como el rol activo de las colectividades territoriales en la actualización de esta acción pública. Sostenemos la hipótesis de una 'separación” (Ricoeur, 1986) de la información pública respecto de su institución, mediante un paso del acceso a la difusión. Para esto, resaltamos dos procesos conjuntos que condicionan esta 'separación”. Primero, la imposición del modo de comunicación y, segundo, el proceso de 're-documentación” de la información pública constituida por el tratamiento de datos y su organización para favorecer su acceso y legibilidad. |
