| Summary, etc. | Ce texte présente une étude de cas d’une régulation de la religion, composante de certaines revendications identitaires et de la diversité culturelle. Il s’agit de la loi de la laïcité (Loi 21) que le gouvernement du Québec a adoptée le 16 juin 2019. L’analyse d’un corpus de textes publiés pendant les débats qui ont accompagné la discussion de la loi y fait ressortir l’influence sur les enjeux locaux de la communication mondialisée. Plus précisément, un thème déployé depuis le début du siècle à un niveau mondial, le spectre des arabo-musulmans, s’est inscrit dans une conversation publique locale structurée depuis les années 1960 autour de l’affirmation culturelle et politique de la nation francophone majoritaire au Québec. Il y a nourri une interprétation du projet de loi comme geste offensif dirigé contre les arabos-musulmans. |

| Summary, etc. | This article reports on a case study of a regulation about religious faith, religion being a constitutive element of some identity claims and cultural diversity. The studied event is Bill 21 (Act respecting the laicity of the State) adopted by the Quebec government on the 16Th of June 2019. An analysis of texts published during the public discussion of the bill shows the influence of the globalized level of communication on the local debates. More precisely, a discursive theme that developed at the global level since the turn of the century, that is the specter of the arabs-muslims, inserted itself in the local public conversation structured since the 1960’s around the thrust of cultural and political promotion of the francophone majority in the province of Québec, Canada. It somehow fed an interpretation of the legal act as an offensive gesture against the arabs-muslims. |

| Summary, etc. | Este texto presenta un estudio de caso de regulación de la religión, un componente de ciertas reclamaciones de identidad y de la diversidad cultural. Se trata de la ley 21 sobre el laicismo del Estado de la provincia de Quebec, Canadá, adoptada el 19 de junio de 2019. Una análisis de un corpus de textos publicados durante las discusiones que acompañaron la adopción de la ley indica la influencia de la comunicación globalizada sobre los debates locales. Mas precisamente, un tema desplegado al nivel mundial desde principios del siglo, es decir el espectro de los árabes-musulmanes, se unió a una conversación pública Quebequense estructurada desde los años 1960 por la afirmación cultural y política de la nación francófona mayoría en Quebec. Este tema alimento una interpretación de la ley como un gesto ofensivo en contra de los árabes-musulmanes. |
