| Summary, etc. | RésuméLa catastrophe de 2003 a mis en exergue l’inadéquation organisationnelle et logistique des pouvoirs publics à identifier, quantifier et mettre en œuvre des dispositifs adéquats face à une situation de décès massifs. Depuis, l’Etat a réuni les intervenants de la chaîne funéraire pour élaborer des plans destinés aux Préfets dont les mesures envisagées sont essentiellement de nature procédurale. Cependant, face à une crise majeure telle qu’une pandémie, la question centrale du financement des moyens matériels nécessaires n’a pas été résolue par les pouvoirs publics. De ce fait, la gestion opérationnelle d’une catastrophe similaire serait probablement d’une complexité et d’une ampleur similaire. |

| Summary, etc. | The disaster of 2003 highlighted the organizational and logistic inadequacy of authorities to identify, to quantify and to implement adequate devices in front of a situation of massive deaths. Since, the State gathered the speakers of the chain funeral to elaborate plans intended for the Prefects whose envisaged measures are essentially of procedural nature. However, in front of a major crisis such as a pandemic, the central question of the financing of the necessary material means was not resolved by authorities. Therefore, the operational management of a similar disaster would be probably of a complexity and a similar scale. |
