| Summary, etc. | Face à la constance des questions environnementales et sanitaires soulevées par l’usage des pesticides, la Côte d’Ivoire s’est progressivement dotée d’un arsenal normatif en la matière. Pour autant, la question qui se pose est celle de l’efficacité de ces dispositions pour une protection efficace de l’environnement et de la santé, dans le cadre spécifique de l’agriculture urbaine. L’objectif de cette étude est donc de relever les problèmes pertinents rencontrés dans la réglementation de l’usage des pesticides dans cette forme d’agriculture, à partir d’un état des lieux à la fois juridique et institutionnel. Sur le fondement de recherches documentaires et d’enquêtes de terrain, il ressort que la législation ivoirienne en matière d’utilisation des pesticides est relativement riche et diversifiée. Toutefois, elle souffre de certaines insuffisances d’un point de vue qualitatif. Des carences matérielles contrarient l’efficacité du dispositif juridique. En outre, le cadre institutionnel s’avère inapproprié pour assurer une application adéquate des textes par les différents acteurs. |

| Summary, etc. | In light of the constant environmental and health issues raised by the use of pesticides, regulating their use is at a key focus of international and national concerns. In this regard, Côte d’Ivoire has gradually acquired a normative arsenal in this area. However, one question arises around the effectiveness of this legal arsenal in terms of protecting the environment and human health in the specific context of urban agriculture. The objective of this study was, therefore, to identify the relevant problems encountered in regulating the use of pesticides in this form of agriculture, based on a legal and institutional inventory. On the basis of documentary research, field surveys and interviews, it appears that Ivorian legislation on the use of pesticides is relatively rich and diversified. However, this legal arsenal suffers from certain qualitative shortcomings in terms of urban agriculture. Material shortcomings thwart the effectiveness of the legal system. In addition, the institutional framework is proving to be inappropriate to ensure adequate application of the texts by the various stakeholders. |
