| Summary, etc. | Cet article propose une lecture des dimensions inégalitaires du « logement énergétiquement performant » en Région de Bruxelles-Capitale, établie à partir de l’analyse des fondements idéologiques des politiques publiques qui le formalisent : celle relative à l’accès au logement, d’une part, et celle visant la performance énergétique des bâtiments, d’autre part. L’objectif est de mettre en évidence les leviers, les tensions et les compromis inhérents à la rencontre de ces deux grands pans des politiques de l’habiter. Cette analyse entend contribuer aux études abordant les difficiles conjugaisons entre droit au logement décent et performance énergétique des bâtiments, en s’attachant à leur signification et aux valeurs qui les sous-tendent plutôt qu’à un diagnostic relatif à leur (in)efficacité sociale. |

| Summary, etc. | This article offers a reading of the inegalitarian aspects of “energy-efficient housing” in the Brussels-Capital Region of Belgium through an analysis of the ideological foundations of the public policies defining it, namely those concerning access to housing on the one hand and the energy performance of the buildings on the other. The objective is to shed light on the levers, tensions and compromises inherent in the encounter of these two major segments of policies concerning dwelling practices. As such, it is intended to contribute to studies addressing the difficulty of reconciling the right to decent housing and the energy performance of the buildings by concentrating on their meaning and underlying values rather than a diagnosis of their social (in)effectiveness. |

| Summary, etc. | Este artículo propone una lectura de las dimensiones desigualitarias de la “vivienda energéticamente eficiente” en la región Bruselas-Capital, establecida a partir del análisis de los fundamentos ideológicos de las políticas públicas que la formalizan: la relativa al acceso a la vivienda, por una parte, y la orientada a la eficiencia energética de los edificios, por otra. El objetivo es poner de relieve las palancas, tensiones y compromisos inherentes a la reunión de estos dos grandes sectores de la política del habitar. Este análisis quiere contribuir a los estudios que abordan las difíciles conjugaciones entre el derecho a la vivienda digna y la eficiencia energética de los edificios, centrándose en su significado y en los valores que les sustentan y no tanto en un diagnóstico relativo a su (in)eficacia social. |
