La tendance a pris une nouvelle envergure ces dernières décennies et renvoie à une réalité sociale problématique : le foncier est un objet financier avant d’être le support d’activités humaines. Cette situation atteint une limite lorsque les constructions ne répondent plus à la demande de logements pour les ménages aux revenus moyens. Cherchant à contrôler ce phénomène, la puissance publique s’appuie sur les mêmes arguments et tend paradoxalement à accentuer le phénomène. |
