| Summary, etc. | Cet article s’intéresse aux stratégies de disqualification d’un projet torontois de « smart city » qui avait vocation à devenir un modèle de portée internationale. Il s’agit donc d’interroger non pas les modalités de mise en circulation et de réception d’un modèle de ville et de ses « bonnes pratiques », mais les résistances à la construction d’une nouvelle norme produite localement et que ses défenseurs ambitionnent de diffuser. Pour cela, cette contribution se focalise sur le cas d’un think tank français de prospective urbaine. Grâce à celui-ci, nous montrons qu’à la périphérie de l’espace institutionnel se joue la formalisation et la diffusion de critiques formulées à l’égard d’un projet de « smart city » fondé sur l’usage extensif des données et sur un partenariat public-privé poussé. |

| Summary, etc. | This article examines the strategies for blocking a “smart city” project developed in Toronto, originally with the intention of becoming an international model. The aim is not to explore the dynamics around the circulation and reception of an urban planning model and its “good practices”, but rather to study resistance to the construction of a new, locally produced standard that its advocates plan to disseminate. To this end, our analysis draws on the case study of a French think tank working on the future of cities. Through it, we show that private actors on the periphery of institutional space contribute to the formalization and dissemination of critiques against a “smart city” project based on the extensive use of data and on a strong public-private partnership. |

| Summary, etc. | Este artículo se interesa por las estrategias empleadas para descalificar un proyecto de “ smart city” en Toronto que estaba abocado a convertirse en un modelo de alcance internacional. Se trata, por tanto, de analizar no tanto las formas en que circula y se recibe un modelo de ciudad y sus «buenas prácticas», sino las resistencias a la construcción de una nueva norma producida localmente y cuyos defensores pretenden difundir. Para ello, esta contribución se centra en el caso de un think tank francés de prospectiva urbana. A través de él, mostramos que, en la periferia del espacio institucional, se juega la formalización y la difusión de las críticas formuladas hacia un proyecto de “ smart city” basado en el uso extensivo de datos y en una avanzada colaboración público-privada. |
