| Summary, etc. | RésuméCet article retrace un conflit entre les experts et la direction de l’Agence française de sécurité sanitaire des aliments en décembre 2004. Ce désaccord portait sur la fièvre Q, une maladie animale qui se transmet à l’homme dans des conditions énigmatiques, l’agent infectieux pouvant se propager par le lait ou par voie aérienne. La controverse dévoile l’organisation hiérarchique de l’Agence, et la façon dont l’écriture des avis et rapports qu’elle produit reflète cette hiérarchie et ses conflits. On montre que ces heurts ne peuvent être compris que s’ils sont rapportés à la crise de la vache folle, qui a profondément structuré, en France, le domaine de la sécurité sanitaire des aliments en l’orientant autour des zoonoses. |

| Summary, etc. | This article traces a conflict that opposed the experts and the supervisors of the French Food Safety Agency ( afssa) in December 2004. This conflict was focused on Query Fever, an animal disease that is transmitted from animals to humans in conditions that remain obscure, as the infectious agent can propagate through the milk or via airborne. This conflict allows to show how the Agency is hierarchically organized, and how the writing of recommendations and reports reflect this hierarchy and its conflicts. These conflicts can be understood only in the background of the mad cow disease, that profoundly structured the field of food safety in France by focusing it on zoonoses. |

| Summary, etc. | ZusammenfassungDieser Artikel zeichnet einen Konflikt nach, der im Jahr 2004 Experten gegen die Direktion der Agence Française de Sécurité Sanitaire des Aliments (Französische Agentur für Sicherheit im Gesundheits- und Narungsmittelbereich) aufgebracht hat. Der Streit entbrannte am sogenannten Q-Fieber, einer tierischen Infektion, die unter bestimmten Bedingungen, z.B. durch infizierte Milch oder durch das Einatmen der Bakterien, auf den Menschen übertragbar ist. Der Umgang mit der Krankheit in Äußerungen und Berichten der Agence zeigt deutlich die Probleme der hierarchischen Organisation der Agentur und die dadurch auftretenden Konflikte. Der Bezug zur Krise um den Rinderwahn, die in Frankreich in besonderer Weise den Gesundheits- und Nahrungsmittelbereich erfasst hat, soll zur Verdeutlichung der Konfliktsituation dienen. |
