| Summary, etc. | Ce numéro 435 de la revue Futuribles ouvre une série appelée à courir sur plusieurs mois, consacrée aux enjeux énergétiques et au changement climatique. Dans le cadre de cette nouvelle série, Sébastien Timsit et Alain Grandjean présentent ici le vaste défi que constituent la transition écologique et sa mise en œuvre en France. Après avoir rappelé l’ampleur de ce défi à l’échelle mondiale, européenne et française, ils rappellent la situation actuelle en matière d’émissions de CO2 et les baisses drastiques qu’il faudrait opérer pour espérer limiter le réchauffement climatique en dessous des 2 °C à l’horizon 2100 (comparé au niveau préindustriel).La France s’est fixé une feuille de route très ambitieuse en la matière, visant la neutralité carbone à l’horizon 2050. Pour tenir cet objectif, il est urgent selon nos auteurs d’engager de grandes évolutions sectorielles dans le pays — exploitations forestières, bâtiment, transports, énergie… Ils en précisent les grandes lignes avant de montrer comment la décarbonation de l’économie française pourrait être mise en œuvre en limitant au maximum les dégâts collatéraux sur le plan de l’emploi et des équilibres sociaux. Ils montrent ainsi combien la finance et l’orientation de l’investissement sont déterminantes, de même que la fiscalité carbone, indispensable mais qui nécessite un réel effort de mise en œuvre et de pédagogie pour qu’elle ne soit pas vécue comme une injustice sociale. Ils pointent enfin les secteurs qui seront particulièrement affectés par la transition écologique en France, et ceux sur lesquels celle-ci doit miser, qui pourraient contrebalancer les effets (notamment en termes d’emploi) de ce vaste chantier, sans précédent et dont la mise en œuvre est désormais urgente. | Summary, etc. | This issue of Futuribles — number 435 — opens up a new series on energy issues and climate change that is set to run over several months. As part of this series, Sébastien Timsit and Alain Grandjean outline the enormous challenge represented by ecological transition and its implementation in France. After telling us how extensive that challenge is at the global, European and French levels, they remind us of the current situation regarding CO2 emissions and the drastic falls we would have to see to have any hope of keeping global warming below 2°C (as compared with pre-industrial temperatures) in the years to 2100.France has adopted a very ambitious roadmap in this area, aiming to achieve carbon neutrality by 2050. To keep to that objective, it is urgent, Timsit and Grandjean argue, for major sectoral developments to take place in the country — in forestry, construction, transport, energy etc. They sketch out the broad outlines of these, then go on to show how the de-carbonization of the French economy could be achieved without inflicting too much collateral damage on employment and social equilibria. They show, for example, how crucial finance and the direction of investment will be, together with a carbon tax, which is essential but requires a real implementation as well as a campaign of public education if it is not to appear socially unjust. Lastly, they indicate the sectors that will be particularly impacted by ecological transition in France, and those that have to be relied upon to counterbalance the effects (particularly in terms of employment) of this enormous, unprecedented undertaking which urgently needs to be got underway. |
