| Summary, etc. | Le National Intelligence Council (NIC) des États-Unis, organe connexe de la CIA (Central Intelligence Agency), publie tous les quatre ans, à l’occasion du changement de président à la Maison Blanche, un rapport prospectif sur les grandes tendances géopolitiques à l’horizon des 15-20 années suivantes. Intitulé Global Trends, ce rapport présente donc les préoccupations que la communauté américaine du renseignement choisit de rendre publiques et sur lesquelles elle entend attirer l’attention des responsables politiques pour guider leurs décisions stratégiques. L’édition 2021, la septième depuis le premier rapport paru en 1997, est sortie ce printemps. Geoffrey Delcroix en présente ici les grandes lignes et en profite surtout, avant cela, pour porter un regard rétrospectif sur les précédents rapports. En particulier, il souligne le caractère assez conventionnel de ces rapports qui, finalement, cherchent assez peu à anticiper les ruptures ou surprises stratégiques des années à venir, comme en témoigne le traitement du risque pandémique au fil des 25 dernières années. | Summary, etc. | Every four years, when a new president enters the White House, the US National Intelligence Council (NIC), a body connected with the Central Intelligence Agency (CIA), publishes a vision report on broad geopolitical trends for the next 15-20 years. This report, entitled Global Trends, describes the concerns that the American intelligence community opts to make public and wishes to draw to the attention of political leaders to guide their strategic decisions. The 2021 edition, the seventh since the first appeared in 1997, came out this spring. Geoffrey Delcroix presents the gist of that report here and uses the occasion to take a retrospective look at previous ones. He stresses, in particular, the rather conventional character of these reports, which ultimately make little effort to anticipate the coming years’ strategic trend-breaks or surprises, as witness the treatment of pandemic risks over the 25 years. |
