Summary, etc. | Dans cet article nous étudions la possibilité de développer des organisations alternatives à la bureaucratie professionnelle (Mintzberg 1978, Boyer et Equilbey 1999) dans des institutions publiques soumises à une forte pression réglementaire. La rigidité administrative de nos institutions de service public (Isambert Jamati 1966) met à mal l’activité quotidienne des institutions publiques soumises aux mêmes contraintes d’incertitudes que les entreprises privées. Dans le cadre de l’aide en mer, l’incertitude dans l’organisation du travail est grande (situation à traiter incertaine par essence et charge de travail difficilement anticipable). Nous étudions donc la question : comment une organisation temporaire peut-elle répondre aux exigences réglementaires des institutions publiques impliquées dans le secours d’urgence imprévisible ? A l’aide d’une enquête ethnographique, nous proposons des pistes d’application de l’organisation temporaire pour cette institution et les limites de cette perspective. |

Summary, etc. | This paper aims to explore the possibility of developing alternative organizations to the professional bureaucracy (Mintzberg 1978, Boyer and Equilbey 1999) in public institutions subject to strong regulatory pressure. The administrative rigidity of our public services (Isambert Jamati 1966) undermines the daily activity of public institutions subject to the same constraints of uncertainty as private companies. In the sea rescue organization, we can identify the level of uncertainty is high (situation are uncertain in their essence, difficult to anticipate the work). We studied how can a temporary organization meet the regulatory requirements of public institutions involved in unpredictable emergency relief ? With an ethnographic research, we propose ways for temporary organization for this institution and their limits. |
