Summary, etc. Depuis une trentaine d’années, la question de la libéralisation des politiques publiques est devenue un des thèmes dominants de la science politique. Dans cette perspective, de nombreux travaux ont évoqué le démantèlement de l’État qui en découlerait. Le propos de cet article est de nuancer cette idée en soulignant que le processus de libéralisation subi par les politiques publiques depuis la fin des années 1980 s’est accompagné de l’émergence d’un nouveau type d’élites étatiques, qualifiées de gardiens des politiques de l’État. L’analyse des transformations subies par les deux secteurs de la santé et de la défense en Europe et aux États-Unis montre que l’élément distinctif de ces élites ne tient pas seulement à leur engagement en faveur du maintien de ces politiques, mais dans leurs trajectoires, caractérisées par une identification aux capacités d’action de l’État dans des secteurs de politiques en pleine recomposition. Leur prise en compte offre ainsi de nouvelles perspectives sur la distinction entre État fort et État faible qui structure la sociologie de l’État.

Summary, etc. Bringing the state elites back in?The liberalization of public policies has now been a dominant theme of political science for thirty years. In this perspective, much work has evoked the dismantling of the state to which it is purported to lead. This article seeks to nuance this idea by putting forward the prospect that liberalization since the 1980s has been accompanied by the emergence of a new type of state elite, which we qualify as the custodians of state policies. Through analysis of the transformations of two sectors of public policy, health and national defense in Europe and the USA, we show that the distinctive feature of this elite lies not only in its engagement in favor of policy but more importantly in the career trajectories of the individuals who comprise it, characterized by their personal identification with the state’s capacity for action within their evolving policy sectors. Taking this into account allows us to gain a new perspective on the distinction between strong and weak states, central to understanding the sociology of the state.
