| Summary, etc. | Cet article montre que le travail de formation des cadres intermédiaires de l’État relève d’un travail de positionnement de ces fonctionnaires dans la hiérarchie des places et des tâches administratives. À partir du cas de la formation des attachés d’administration dans les Instituts régionaux d’administration (IRA), nous mettons en évidence les usages que les formateurs font des enseignements en droit et en management, dans l’objectif de fabriquer et d’homogénéiser les échelons intermédiaires de la fonction publique. Cette fabrication procède d’une double injonction : celle de la sujétion à la haute fonction publique à travers l’appel au respect de la hiérarchie, et celle du travail d’encadrement des équipes de fonctionnaires subalternes. |

| Summary, etc. | The making of middle-ranking officialsThis article sheds light on the training of French middle ranking officials as a process which aims to positions these civil servants in the hierarchical order and division of labor within French administrations. By studying the training of French “attachés” in the Regional Administration Institutes (IRA), it shows how trainers use law and management knowledge as tools to mold and homogenize the intermediate levels of the public service. This process is the reflection of a double injunction : the subordination to higher civil servants by inculcating the respect of administrative hierarchy, and the management and oversight of junior public officials. |
