Summary, etc. Sous les mandats successifs d’Hugo Chávez entre 1998 et 2013, une forme spécifique d’action publique s’est développée de manière exponentielle et a transformé la structuration des politiques publiques, notamment sociales, au Venezuela : les missions bolivariennes. Cet article propose de les aborder du point de vue des gouvernés pour revenir sur la question des policy feedbacks. En partant des perceptions, différenciées et socialement ancrées, que les citoyens rencontrés ont de ces politiques publiques, il est ainsi possible de saisir de quelles manières ils se les approprient – ou non – dans un contexte de redéploiement de l’action publique. La piste de leurs usages pratiques, sociaux et politiques paraît alors féconde pour analyser la construction des rapports à l’État au concret, au prisme de la mise en œuvre de ces politiques publiques socialisées et politisées. Le dispositif empirique qualitatif approfondi, au plus près des gouvernés, permet de mettre au jour certaines conditions sociales et politiques de la contribution des politiques publiques à la légitimation des gouvernants.

Summary, etc. The Bolivarian Missions in VenezuelaDuring the Hugo Chavez’s successive mandates between 1998 and 2013, a specific form of public action was developed in an exponential way which transformed the structure of public policies, especially social ones, in Venezuela : the Bolivarian Missions. This article investigates the policy feedbacks question related to such Missions from the point of view of the governed. Through analysis of the citizen’s perceptions about these public policies, which are differentiated and socially anchored, it becomes possible to understand how they appropriated them, or not, in a context marked by a redeployment of public action. The implementation process of these socialized and politicized public policies and the trail of practical, social and political uses provides a means for understanding the citizen-State relationship in a concrete way. By deploying an in-depth and qualitative methodology, close to those who are governed, this research reveals some of the social and political conditions which enable public policies to contribute to the legitimation of those who govern.
