| Summary, etc. | Cet article articule la sociologie de l’État et de l’action publique et la sociologie des minorités sexuelles et de genre afin d’analyser l’évolution des conditions sociales et politiques de ces dernières dans un contexte de reconnaissance, partielle et controversée, de leurs droits. Les États occidentaux ont construit leur pouvoir sur les populations à partir d’identifications et de classements fondés sur le sexe et la sexualité. Au cours des dernières décennies, le déclin du répertoire fondé sur la répression, l’exclusion et l’invisibilisation au profit des normes d’égalité des droits et de lutte contre les discriminations conduit à ce que la citoyenneté des personnes LGBTI soit désormais prise en tension entre indifférence et exigence de dévoilement, entre discrimination et reconnaissance. Leurs expériences des services publics – en tant que personnels comme en tant que publics – varient fortement selon les contextes organisationnels et relationnels, ainsi que selon leurs positions au sein des différents rapports sociaux de domination, ce qui fragilise leur statut social. |

| Summary, etc. | This article combines the sociology of the state and of public policy with LGBT studies in order to analyze how the social and political status of gender and sexual minorities have been changing due to the partial and controversial recognition of their rights. Western states build their power over populations through identifications and classifications based on gender and sexuality. Over the last decades, the repertoire of repression, exclusion, and invisibilization declined in favor of equality and non-discrimination standards. Therefore, the citizenship of LGBTI individuals is in tension between disregard and pressure to come out, as well as between discrimination and recognition. Their experiences of public services – both as public officials and as clients – vary greatly depending on the organizational and relational contexts, as well as on their positions within other sources of privilege and disadvantage. As a result, their social status is still fragile. |
