| Summary, etc. | Depuis la reconnaissance des persécutions du fait de l’orientation sexuelle et de l’identité de genre en tant que motif d’octroi du statut de réfugié en France et au Royaume-Uni, on a vu apparaître une nouvelle catégorie d’action publique au sein des autorités asilaires de ces pays : les réfugiés LGBTI. Cette catégorie d’action publique se matérialise par des instruments spécifiques qui ont été mis en place pour le traitement des demandes d’asile liées à l’orientation sexuelle et l’identité de genre et notamment pour établir la crédibilité de ces requérants. S’inscrivant dans une approche socio-historique de l’analyse de l’action publique, cet article retrace l’émergence de cette nouvelle catégorie d’action publique en s’intéressant aux acteurs administratifs, associatifs et judiciaires du droit d’asile ainsi qu’à leurs logiques interprétatives. J’y démontre que bien que censée représenter le même groupe d’individus, la catégorie de réfugiés LGBTI n’a pas connu la même trajectoire de traduction en France et au Royaume-Uni, ce qui s’explique notamment par un paradigme de traduction propre à chaque pays. |

| Summary, etc. | Since the recognition of sexual orientation and gender identity-based persecution as grounds for granting refugee status in France and the United Kingdom, the asylum authorities of these countries have deployed a new category of public action: LGBTI refugees. This category of public action materializes in specific instruments implemented for the assessment of asylum applications related to sexual orientation and gender identity and in particular to establish the credibility of these asylum seekers. Using a socio-historical approach to the analysis of public policy, this article analyzes the construction of this new category by analyzing the administrative, associative and judicial actors involved in the asylum sectors and their logics-of-interpretation. I argue that although the category of LGBTI refugees appears to represent a single group of individuals, it has not been translated in the same way in France and in the United Kingdom, a policy outcome that can be explained by the translation paradigm specific to each country. |
