| Summary, etc. | En Afrique australe, une bureaucratie régionale de l’eau douce s’institutionnalise à partir des années 1990. Par sa circulation, un ensemble d’agents établit un ordre bureaucratique avec des institutions formelles. En retour, les circulations donnent à ce groupe l’opportunité de s’établir en bureaucratie. Le fait que cette circulation soit structurante donne une dimension incertaine à l’ordre régional : pris entre des injonctions contradictoires, celui-ci n’est pas sédimenté de façon formelle, il s’institutionnalise plus qu’il n’est institutionnalisé. C’est justement par l’investissement d’agents aux propriétés sociales similaires, l’établissement de loyautés et de cadres institutionnels qu’une bureaucratie régionale se déploie. L’étude de cas interroge la circulation et l’incertitude (de cette institutionnalisation) comme modalités de gouvernement. |

| Summary, etc. | Since the 1990s, a regional freshwater bureaucracy has been institutionalized in southern Africa. Through circulation within its boundaries, a group of agents has established a bureaucracy equipped with formal institutions. In return, circulation amongst its elites has given this group the opportunity to establish itself as a key part of this bureaucracy. The structuring effect of this circulation has in term injected uncertainly into the regional order: caught between contradictory injunctions, it is not formally sedimented, meaning that it is institutionalizing more than it is institutionalized. It is precisely through the investment of agents similar social properties, the establishment of allegiances and institutional frames that a regional bureaucracy unfold. By analysing the processes and their effects, the case study tackles circulation and uncertainty (of this institutionalization process) as modes of government. |
