| Summary, etc. | À la recherche d’économies dynamiques à fort taux de croissance et à bas coûts de production, les entreprises européennes et américaines portent leur regard au loin, principalement vers l’Asie. Pour autant, ce mouvement est-il exclusif d’un renforcement des liens avec l’espace proche ? L’Europe doit-elle se détourner de sa proximité géographique, et n’apprécier les pays de la rive sud de la Méditerranée que comme une menace de laquelle l’étanchéité croissante des frontières la protégerait ? Notre perception est fixée sur la réponse à des questions immédiates : le développement du terrorisme, la stabilité politique, les phénomènes migratoires, les trafics, etc. Cette vision étroite n’est-elle pas une partie du problème ? Une autre perspective est envisageable. Compte tenu de ces atouts, et malgré ces faiblesses, la région doit être perçue par les Européens comme une formidable opportunité. L’objectif est bien pour la France et pour l’Europe, grâce à une coopération renforcée, de conduire à une plus grande intégration des économies et à la constitution à long terme d’un ensemble dynamique fondé sur les complémentarités. Il est d’ailleurs le moyen le plus sûr de répondre aux risques d’instabilité. Le moment est venu d’une démarche volontariste et ouverte en ce sens. |

| Summary, etc. | Whilst seeking for dynamic, high growth economies with cheap production costs, European and American firms have set their ambitions far ahead, mostly towards Asia. Nonetheless, is this trend exclusive or can it be compatible with growing relations with closer borders? Should Europe turn its back from its geographic proximity and only consider the southern countries of the Mediterranean as a threat of which the growing impermeability of their borders would protect them from? Our perception is set on answering immediate preoccupations: spread of terrorism, political stability, migratory phenomenons, illegal traffics ... Is this narrow outlook not part of the problem? However, another perspective is worth conceiving. Considering its numerous assets, and in spite of its weaknesses, the North African region should be perceived by Europeans as a tremendous opportunity. France and Europe should aim at striving for a stronger integration of their economies and to build on the long term a dynamic entity founded on complementarity thanks to reinforced cooperation. Moreover, it is the safest way to answer to current threats of instability. The moment has come for a voluntary and open approach to lead the way. |
