Dans la tempête actuelle qui dévaste l’Irak, le Kurdistan semble pour l’instant préservé du chaos. Mais, du fait de son enclavement, son sort demeure très lié à son environnement. Bagdad lui dispute âprement la manne du pétrole et l’oblige à trouver des débouchés hors de ses frontières, ce qui l’a poussé à une alliance contre-nature avec son voisin turc, les États-Unis s’efforçant de jouer les arbitres entre le gouvernement fédéral irakien et le Kurdistan. Alors que l’étau se resserre en 2015 autour de Daech, les hydrocarbures seront-ils le vecteur d’une réconciliation en Irak ou un facteur de désintégration supplémentaire du pays, dans lequel d’autres provinces donnent des signes d’émancipation ? |
