Summary, etc. | RésuméCet article sur l’empowerment au Québec et au Canada met l’accent sur la capacité des citoyens à créer des nouveaux espaces insitutionnels dans lesquels ils jouent un rôle décisif à travers le développement de stratégies socio-économiques. En faisant référence au concept de la « gouvernance participative et empowered » d’Erik Olin Wright et Archong Fung, l’accent est mis est sur les liens entre les dimensions politiques et économiques de l’action collective dans le contexte canadien. En explorant le concept « d’ empowered participation » à travers plusieurs expériences au Canada, et en particulier, au Québec, l’article fait la distinction entre l’engagement des citoyens et les initiatives communautaires intégrées comme source d’empowerment et d’innovation institutionnelle par rapport aux autres formes de consultations publiques. La capacité des acteurs et des réseaux d’influencer et de transformer les institutions de l’Etat au cours des dernières 20 dernières années illustre l’importance de l’empowerment et du changement social. |

Summary, etc. | This article on empowerment in Quebec and Canada focuses on the capacity of citizens to create new institutional spaces in which they play a decisive role in designing socio-economic development strategies. Drawing on the concept of empowered participatory governance developed by Erik Olin Wright and Archon Fung, the focus is on the links between the political and economic dimensions of collective action, drawing on several examples of citizen based initiatives in the Canadian context. In exploring the concept of “empowered participation” through several experiences in Canada, and particularly in Quebec, the article distinguishes between citizen engagement and comprehensive community initiatives as sources of empowerment and institutional innovation in contrast to the growing number of public consultations that involve broad citizen participation. The capacity of actors and networks to influence and transform state institutions to advance the public interest in Quebec over the last twenty years is an important illustration of empowerment and social change. |
