| Summary, etc. | La production d’une connaissance partagée dans le processus de construction des territoires de projet représente un enjeu stratégique pour les acteurs du développement soucieux de prendre des décisions concertées, transparentes et efficaces. L’objectif de cet article est de montrer comment une association, l’Assemblée Pyrénéenne d’Économie Montagnarde (APEM), s’inscrivant dans le cadre institutionnel de la politique de massif, met en place un instrument d’action publique, l’observatoire pyrénéen. L’association, impulsée par des acteurs économiques, a été créée à la fin des années 90 pour favoriser le partage d’informations entre les différentes catégories d’acteurs intervenant depuis des échelles différentes dans les politiques de développement du massif. À travers la création d’un observatoire, de nouvelles formes de coordinations entre acteurs émergent autour de la gestion des données nécessaires à la consolidation de l’action publique. Après la présentation de la politique de massif des Pyrénées, nous détaillons le cadre conceptuel retenu, celui des instruments d’action publique. Enfin, les effets, directs et indirects, de l’observatoire sont présentés et leurs conséquences sur la gouvernance pyrénéenne analysée. |

| Summary, etc. | A public action instrument for the Pyrenean governance : the “GIS Pyrénées” experienceProduction of knowledge in the construction of territories represents a strategic challenge for development stakeholders to take concerted, transparent and effective decisions. The aim of this paper is to show how an association, the Assemblée Pyrénéenne d’Économie Montagnarde (APEM), within the institutional context of the Mountain Policy, is establishing an instrument for public action, the observatory of the Pyrenees, to support differentiated forms of territorial governance. The association, boosted by economic actors, was created in the late 90s to promote the sharing of information between different categories of stakeholders working at different scales in the Mountain Policy. The creation of an observatory will promote new forms of coordination between stakeholders, based on the management of data. After the presentation of the Mountain Policy in the Pyrenees, we describe our conceptual framework based on instrument for public action. Finally, the effects, direct and indirect, of the observatory will be presented and their impact on the Pyrenean governance analyzed. |
