| Summary, etc. | Depuis le début des années 2000, la mondialisation, la croissance du trafic maritime et certaines évolutions technologiques obligent les grands ports maritimes à réaliser de nouveaux aménagements qui doivent répondre à des exigences de compétitivité mais aussi de développement durable. Des réformes portuaires s’engagent, une conscience environnementale grandit dans ces espaces, comme la participation de la population à la réflexion sur les projets d’aménagement, le tout constituant un contexte propice à l’expression d’une pluralité d’acteurs aux opinions et intérêts divergents sur le devenir des ports. Les aménagements et activités industrialo-portuaires, déjà très denses, se heurtent à d’autres usages et revendications territoriales, engendrant une série d’oppositions qui s’articulent dans le temps et où se mêlent enjeux locaux et enjeux globaux. Cet article vise à mettre en évidence l’existence de systèmes conflictuels territorialisés à partir d’une étude comparée sur une dizaine d’années des conflits environnementaux et territoriaux liés à trois Grands Ports Maritimes français (Dunkerque, Le Havre, Marseille-Fos). Cette étude offre un cadre d’analyse des objets d’oppositions, des protagonistes et de leurs stratégies, de façon à identifier les récurrences et les différences observées entre les conflits, à être en mesure de modéliser les dynamiques antagoniques et à porter un regard sur la gestion de la conflictualité par les autorités portuaires. |

| Summary, etc. | From conflicts analysis to the study of conflicting systems : the example of the three biggest French seaports (Marseille-Fos, Le Havre and Dunkerque)Since the beginning of 2000s, the globalization, the growth of the sea traffic and technological evolutions force the big maritime ports to realize new equipment, which have to deal with requirements of competitiveness but also sustainable development. Harbour reforms are implemented, an environmental consciousness grows up in these spaces, as the participation of the population on the debates about equipment projects : this creates a context favorable to the expression of actor’s plurality, with divergent opinions and interests about the future of the ports. Industrial equipment and activities, already very dense, come up against other uses and territorial claims, creating a set of oppositions, interconnected and linking local and global issues. The aim of this paper is to highlight territorialized conflicting systems, through a comparative study of the environmental and territorial conflicts, on a decade, linked to three French big maritime ports (Dunkerque, Le Havre, Marseille-Fos). This study offers a frame of analysis of the objects of oppositions, protagonists and their strategies, in order to identify the recurrences and differences existing between the conflicts, to progress in modeling the antagonistic dynamics, and have a look on the management of the conflicts by port authorities. |
