| Summary, etc. | Pour aller au cas le plus extrême - lors d’un changement majeur - (tel un nouveau cadre législatif en matière d’environnement), même un Acteur Faible d’une industrie (généralement une PME LowTech, qualifiée de banale) doit engager, tant dans une logique de coordination interne (intra-firme : mobilisation de compétences pour générer les conditions d’une concurrence hors-prix) qu’externe (inter-firmes par la voie qualitative contractuelle client-fournisseur), une démarche proactive de changement à un coût raisonnable plutôt que de subir une réorganisation inéluctable (et probablement préjudiciable, voire fatale) induite par d’autres. L’exposé de nature théorique s’appuiera sur l’esquisse illustrative d’un fait stylisé. Par suite, sera proposée une série de préconisations managériales réalisables pour obtenir la coordination. Au-delà, le résultat principal consistera à proposer une grille d’analyse sur la faiblesse applicable à différents secteurs industriels. On s’interrogera ainsi sur la densité des PME banales (PMEb) sur un même espace territorial en posant l’hypothèse d’une corrélation positive entre cette densité et la pauvreté ou le déclin d’un territoire. |

| Summary, etc. | Towards a new radical change, like an environmental protection act, so called Weak Actors within an industry (most of the time, some Small and Medium Low Tech firms ; we call them Basic) have to generate themselves, thanks to a double coordination process (intra-firm as well as inter-firms coordination), a proactive evolutionary process at a sustainable cost rather than to undergo a global and destructive reorganization induced by strong actors. Partly based on a stylised fact, the given analysis will be mainly highlighted by managerial considerations concerning coordination. One of the principal results is a comparative tool fit for investigating weakness of many industrial sectors. We also formulate an hypothesis about a positive correlation between density of Small and Medium Basic Firms and economic poverty within a single territory. |
