| Summary, etc. | Sur fond de crise économique persistante, de protestations citoyennes issues du mouvement des indignés à Madrid, et d’ascension du parti politique Podemos (« nous pouvons »), les « Laboratorios ciudadanos » madrilènes et les « Ateneus de Fabricació » barcelonais réinventent les contours de l’innovation urbaine. Tout en s’appuyant sur les outils numériques, ces initiatives ne cèdent pas au déterminisme technologique des Smart Cities, qui attribuent aux techniques un ensemble d’effets socioéconomiques vertueux (Picon, 2013). Face aux logiques de concentration et de planification des quartiers créatifs et innovants, les Laboratoires citoyens et les Athénées de fabrication défendent le caractère endogène, informel et inattendu de leur développement. Ils ne reposent pas sur des politiques d’attractivité exogène d’une « classe créative », mais tentent de s’encastrer dans le tissu socioéconomique et culturel des quartiers qui les ont vus naître. Pour mieux comprendre la portée théorique et empirique de cette nouvelle génération de Systèmes Urbains Cognitifs (Besson, 2012), nous proposons une première analyse des Athénées de Barcelone et des laboratoires citoyens madrilènes. L’enjeu : extraire de ces expériences espagnoles, des enseignements utiles à la refonte de nos politiques d’innovation urbaine, tout en analysant les limites de ces modèles émergents. |

| Summary, etc. | Under conditions of economic crisis, of strong start of the politic party “Podemos” and citizens protests derived from the Indignant movement, the “Laboratorios Ciudadanos” from Madrid and the “Ateneus de Fabricació” from Barcelona reinvent the contours of urban innovation. These new spaces oppose sort of relativism to the technological determinism of the smart cities ; they claim their ability to permanently hybrid and reinvent the relationship between science, technology and society. Against a focus on planning and concentrating the creative and innovative district, these areas promote the endogenous, informal and unexpected nature of their conditions of emergence and functioning. In order better to understand the theorical and empirical scope of this new generation of Cognitive Urban System (Besson, 2012), we propose a first analysis of Barcelona’s Fabrication Ateneus and Madrid’s citizens’s Laboratories. The issue: retrieve of these spanish experiences a valuable teaching to redesign our urban innovative policy. |
