Summary, etc. | Les travaux consacrés aux villes en décroissance se sont intéressés au déclin des centres urbains dans différents contextes nationaux, montrant la dimension globale du phénomène et la diversité des adaptations locales à ses conséquences. Cet article vise à décaler la perspective en étudiant un cas de décroissance périurbaine, celui des South Suburbs dans l’aire métropolitaine de Chicago. À partir de l’étude de cinq localités suburbaines en déclin, l’article expose la convergence croissante des enjeux liés au déclin entre villes-centres et banlieues. Confrontées aux mêmes difficultés que les centres urbains, les petites localités périphériques ne disposent pas des mêmes ressources pour y faire face. Elles privilégient alors une politique de table rase fondée sur la démolition des logements vacants, encouragées en cela par les modalités d’attribution des financements dédiés à la revitalisation urbaine. À défaut d’une véritable gouvernance métropolitaine du déclin, la constitution par ces suburbs en crise d’une structure de coopération intercommunale témoigne de formes d’innovation institutionnelle pour faire front commun face à la décroissance. |

Summary, etc. | Research on shrinking cities has focused on the decline of city centers in different national settings, demonstrating that urban shrinkage is a global phenomenon with various adjustments at the local scale. This paper aims to shift focus to suburban decline using the case of Chicago’s South Suburbs. Drawing from the examples of five shrinking suburban communities, this article shows that inner-cities and suburbs increasingly face similar concerns. However, although they are confronted with issues similar to those of the urban core, small suburban cities don’t have the same resources available. Therefore, their policy regarding residential vacancy relies mostly on demolition, which is encouraged by the requirements attached to urban redevelopment funds. In the absence of any metropolitan governance of decline, the creation by these shrinking suburbs of an organization fostering regional cooperation illustrates how institutional innovation can support joint efforts to face urban decline. |
