| Summary, etc. | À travers les cadres d’analyse de la sociologie de l’action organisée, cet article met en évidence les jeux d’acteurs concrets qui se structurent autour des processus de transformation de l’usage du foncier agricole aux interfaces entre urbain et rural en périphérie de l’Île-de-France. Ces transformations sont loin d’être entièrement déterminées ou empêchées par les instruments de planification urbaine qui affichent aujourd’hui comme principal objectif de réduire l’étalement urbain et l’urbanisation des terrains agricoles. Elles concernent au moins autant les activités économiques, les projets environnementaux, ou encore la restructuration des filières agricoles, que la production nouvelle de logements. Certaines s’opèrent même sans évolution des zonages des plans, de manière processuelle.Dans un contexte où les documents de planification sont instables et où les enjeux agricoles et urbains s’entrecroisent, les formes de régulation des transformations de l’usage des terrains agricoles sont caractérisées par d’intenses négociations foncières, en amont comme en aval des projets et des modifications des documents d’urbanisme. Les acteurs, publics comme privés, jouent avec les règles des documents de planification. Les possibilités effectives de transformations d’usage du foncier agricole se révèlent malgré tout limitées. Mais cette situation n’est pas sans poser problème, dans les possibilités de développement des petites communes périurbaines, dans les conflits qu’elle peut engendrer face à la pénurie de foncier urbanisable, et avec un report significatif des transformations au-delà des limites régionales. |

| Summary, etc. | Using the analytical frameworks of the sociology of organised action, this paper highlights the concrete games of actors that are structured around the processes of transformation of agricultural land use, at the boundaries between urban and rural in the periphery of Ile-de-France. These transformations are far from being entirely determined or prevented by the urban planning instruments, whose main objectives are nowadays to reduce urban sprawl and urbanisation of agricultural land. Main transformations concern economic activities, environmental projects, or the restructuring of agricultural sectors, as much as new housing production. Some even take place without changing the zoning of the plans, in a processual manner.In a context where planning documents are unstable, regulation of transformations in the use of agricultural land is characterised by intense land negotiations, both upstream and downstream of projects and modifications of urban planning documents. Public and private actors play with the rules of planning documents. The effective possibilities for transforming the use of agricultural land are nevertheless limited. However, this situation is not going without problems, limiting the possibilities of development of small peri-urban municipalities, generating conflicts in a context of the lack of constructible land, and postponing transformations beyond regional boundaries. |
