| Summary, etc. | Le programme de recherche-action Réacteurs accompagne quatre collectivités territoriales dans la conception de projets agricoles porteurs d’attractivité. À partir de l’exemple de la filière noisette en Est-Creuse, cet article souhaite questionner le rôle et la capacité des acteurs locaux à définir des stratégies de développement localement cohérentes et destinées à rendre plus attractif leur territoire. Grâce à un dispositif d’animation réalisé en Est-Creuse auprès d’agriculteurs, nous montrons que la stratégie portée par la collectivité ne correspond aux attentes que d’une partie d’entre eux, les autres se retrouvant exclus du processus d’accompagnement mis en place par la collectivité. Par ailleurs, en ne s’appuyant que sur une justification économique, ce projet de filière néglige le rapport d’appropriation des acteurs locaux face à une nouvelle ressource territoriale. Une approche plus intégrée est nécessaire pour envisager un projet de territoire dans ses dimensions d’agir collectif, de spatialisation des pratiques agricoles et dans sa capacité à évaluer l’incidence d’un projet sur la qualité de vie des habitants. Enfin, la gouvernance hiérarchisée du projet et la difficulté pour les agents d’intégrer des approches systémiques ne facilitent pas la construction de projets agricoles cohérents au regard des spécificités territoriales et des enjeux de développement actuels. |

| Summary, etc. | The Reactors research-action programme supports four local authorities in the design of agricultural projects that promote attractiveness. Using the example of the hazelnut industry in the Est-Creuse region, this article aims to question the role and capacity of local actors to define locally coherent development strategies designed to make their territory more attractive. Thanks to a facilitation system carried out in Est-Creuse with farmers, we show that the strategy supported by the local authority only corresponds to the expectations of a part of them, the others being excluded from the support process set up by the authority. Moreover, by relying solely on an economic justification, this sector project neglects the relationship of ownership of local actors with regard to a new territorial resource. A more integrated approach is needed to consider a territorial project in its dimensions of collective action, spatialization of agricultural practices and in its capacity to evaluate the impact of a project on the quality of life of the inhabitants. Finally, the hierarchical governance of the project and the difficulty for agents to integrate systemic approaches do not facilitate the construction of coherent agricultural projects with regard to territorial specificities and current development issues. |
