| Summary, etc. | At the junction of the construction and waste sectors, the specific area of waste management and treatment in the building industry is characterized by a tangle of transitional dynamics. The introduction of a new national system of Extended Producer Responsibility is having a major impact on these sectors, superimposing itself on local policies previously set up by local authorities responsible for waste management. To question the link between these dynamics, this article analyzes an action-research approach initiated by Grenoble Alpes Métropole (GAM), and the collective dynamics of the local sector. The researcher’s inclusion sheds light on transformations knowledges (TK) conducive to assessing the operational character of two transition schemes, local and national, and the dynamics in which they are embedded, in order to interrogate their respective conceptions of transformation. Interpretation of the results highlights a series of contradictions between a national process initiated from above and an earlier local dynamic of change initiated from below. |

| Summary, etc. | À l’intersection des secteurs de la construction et des déchets, l’axe spécifique de la gestion et du traitement des déchets de la filière bâtiment est caractérisé par un enchevêtrement de dynamiques de transition. La déclinaison d’un nouveau dispositif national engageant la responsabilité élargie des producteurs (REP) bouleverse notamment la filière en se superposant aux dispositifs territoriaux préalablement instaurés par les intercommunalités dans le cadre de leurs compétences de gestion des déchets. Afin d’interroger l’articulation entre ces dynamiques, cet article analyse un processus de recherche-action, initié par Grenoble Alpes Métropole (GAM), et les dynamiques collectives de la filière locale. L’inclusion du chercheur met en lumière des Transformation Knowledges (TK) propices à l’évaluation du caractère opérationnel de deux dispositifs de transition, local et national, et des dynamiques dans lesquels ils s’inscrivent, pour questionner leurs conceptions respectives de transformation. L’interprétation des résultats permet de mettre en évidence un ensemble de contradictions entre un processus national initié par le haut et une dynamique locale de changement, antérieure, initiée par le bas. |
