| Summary, etc. | De nombreux travaux en sciences de gestion sont consacrés à l’appropriation des outils de gestion dans les organisations publiques. En revanche, rares sont ceux qui traitent d’une de ses phases, la pré-appropriation, et ceux qui portent sur l’appropriation des outils de contrôle de la qualité. Dans le contexte des universités françaises, les études consacrées à ces deux points sont peu nombreuses. Or, des constats de rejet de certains outils dans ces organisations méritent que l’on s’intéresse aux modalités de leur déploiement et, en particulier, à la pré-appropriation que nous caractérisons comme les premières représentations qu’ont les acteurs d’un outil. Certains auteurs soulignent l’importance d’engager un pilotage actif de ces dernières en associant les acteurs afin qu’ils puissent mieux maîtriser leur utilisation future. L’ancrage théorique retenu dans cet article est celui du contrôle capacitant. Dès lors, cet article se structure autour de la problématique suivante : la pré-appropriation d’un outil de contrôle est-elle capacitante ? Pour répondre à la problématique, nous avons mené une étude exploratoire sur une composante d’une université française ayant le projet de déployer une accréditation internationale. 18 interviews ont été menées à partir d’un guide d’entretien. Ils ont été complétés par une analyse documentaire pour cerner les spécificités de la composante universitaire et de la certification. Les résultats montrent une pré-appropriation différenciée tant sur les impacts de cette dernière que sur ses modalités de fonctionnement et les marges de manœuvre qu’elles procurent aux acteurs. Ils permettent de tirer des enseignements provisoires sur la mise en œuvre des caractéristiques du contrôle capacitant dans la phase de pré-appropriation. |

| Summary, etc. | Many studies in management sciences are devoted to the appropriation of management tools in public organisations. However, few studies deal with one of its phases, pre-appropriation, and those that deal with the appropriation of quality control tools. In the context of French universities, studies devoted to these two points are non-existent. However, the rejection of certain tools in these organisations merits an interest in their introduction and, in particular, during pre-appropriation, which we define as the first representations that the actors have of a tool. Some authors stress the importance of actively managing representations by involving the stakeholders so that they can better control their use. The theoretical basis used is that of enabling control. Consequently, this article is based on the following problem: is the pre-appropriation of a control tool enabling? To answer this question, we carried out an exploratory study on a unit within a French university which was planning to introduce an international accreditation system. Eighteen interviews were conducted using an interview guide. These were supplemented with documentary analysis to identify the specificities of the university unit and of the accreditation. The results reveal a differentiated pre-appropriation as much in terms of the impacts of pre-appropriation as on its modalities of functioning and the room for manoeuvre that they offer the actors. They make it possible to draw some provisional conclusions about the characteristics of enabling control in the pre-appropriation phase. |
