Si cette activité, qui recouvre l’ensemble des opérations secrètes visant à exercer une influence à l’étranger, avait été institutionnalisée par le président Truman, la CIA était restée en marge en raison de la piètre qualité de ses analyses et de la prudence de l’administration démocrate. L’expertise d’Eisenhower et d’Allen Dulles a facilité le développement de ces opérations qui, en outre, s’accordaient avec les objectifs présidentiels de poursuivre le containment tout en réduisant les dépenses militaires. | Summary, etc. | The increased use of covert action by the Eisenhower administration turned the CIA into a major government player. While this activity, which included all secret operations aimed at exerting influence abroad, was institutionalized by President Truman, the CIA remained on the sidelines as a result of the poor quality of its analyses and the wariness of the Truman administration. The expertise introduced by Eisenhower and Allen Dulles fueled the growth of these operations, which in turn helped to advance the administration’s objectives of continuing the policy of containment while cutting military spending. The successes in Iran and Guatemala made covert action an invaluable foreign policy tool and thus transformed the stature of the CIA. |
