| Summary, etc. | Dans la perspective de la présidence française de l’UE (second semestre 2008), Nicolas Sarkozy a fait savoir qu’il entendait relancer la PESD (Politique européenne de sécurité et de défense). Longtemps mis en sommeil suite à l’échec de la CED (Communauté européenne de défense), le projet d’une «Europe de la défense» a pris forme au cours des années 1990. Dans les représentations géopolitiques françaises, la PESD est le préalable à une future défense européenne, levier d’un nouveau pôle de puissance dans un monde multipolaire. Cette vision française d’une défense européenne se combine avec les politiques étrangères et de défense des partenaires et alliés de la France dans l’aire euro-atlantique (UE et OTAN), non sans concurrences et rivalités. Face aux risques et menaces de leur environnement, la grande majorité d’entre eux compte sur la pérennité de l’engagement américain et de l’OTAN. Les équilibres géopolitiques et la transformation de l’UE en un vaste Commonwealth paneuropéen n’interdisent pas le renforcement de la PESD mais rendent improbable la mise sur pied d’une défense européenne. |

| Summary, etc. | The Improbable European Defense In prospect of the French presidency of the European Union (second half-year of 2008), Nicolas Sarkozy informed that he wanted to enhance the ESDP (European Security and Defense Policy). After the failure of the European Community of Defense, in 1954, the project of a Europe of Defense has been left aside so far. It took shape after the Cold War, in the nineties. In the French geopolitical representations, the ESDP is a step before a future European Defense, an instrument for a new center of power in a multipolar world. This French vision of a European Defense is combined with the foreign and defense policy of NATO’s allies and EU’s partners, in the euroatlantic area, not without competitions and antagonisms. Confronted with risks and threats of their security environment, the biggest part of them relies on USA and NATO. The geopolitical balance of powers and the transformation of the EU in a vast pan-European Commonwealth don’t forbid the enhancement of the ESDP but the creation of a European Defense is more improbable. |
