| Summary, etc. | Le débat français de politique étrangère demeure prisonnier de la vaine querelle entre « gaullo-mitterandisme » et « néoconservatisme à la française ». Or la Revue stratégique de 2017 et les déclarations récentes d’Emmanuel Macron font le constat d’une dégradation accélérée du contexte stratégique, qui appelle un retour à un certain classicisme méthodologique centré sur la notion d’intérêt national. Cette dernière a longtemps fait l’objet d’une « étrange ellipse » dans le discours diplomatique français. L’analyse de la dialectique entre diplomatie et outil militaire permet de remettre cette notion au cœur des grands axes de la politique étrangère française – l’alliance avec Londres et Washington, la construction européenne, l’espace postcolonial et la maîtrise des espaces communs. Face aux grands défis contemporains, il importe de revenir à une analyse des fondamentaux géopolitiques de la politique étrangère de la France plutôt que de se focaliser sur des questions d’étiquette. |

| Summary, etc. | The debate on French foreign policy remains trapped into the old dispute between « realists » and « neocons ». However, the French Strategic Review of Defense and National Security 2017, as well as recent statements by Emmanuel Macron, show that the strategic global environment is getting more and more unstable and dangerous. In this context, we should go back to a more classical reasoning by focusing on the notion of national interest, too often eluded by the French diplomatic language. Analyzing the relations between diplomacy and the military allows to put this idea back at the core of key axes of French foreign policy – the alliance with London and Washington, the European community, the post-imperial area and the global commons. Faced with the great challenges of our times, the real issue is to focus on the geopolitical background of French foreign policy and not on vain ideological debates. |
