| Summary, etc. | L’arrivée au pouvoir de Jair Bolsonaro en 2019, suivant celle de Donald Trump en 2017, a-t-elle changé fondamentalement les relations du Brésil avec les États-Unis et ses voisins sud-américains ? Tous deux étaient en rupture avec les politiques extérieures respectives de leurs prédécesseurs, avec lesquelles les deux gouvernements se sont déclarés en totale opposition. Pour mesurer à quel point cette rupture a été singulière, on soulignera d’abord rapidement l’importance historique des relations régionales et hémisphériques, puis le passage d’une alliance non écrite à des impasses politiques et économiques, et l’on comprendra alors à quel point la politique étrangère de Jair Bolsonaro est un alignement sans précédent et sans compensation. Sur le continent sud-américain, on assiste par ailleurs à une désintégration régionale et au non-alignement avec les voisins qui fait douter qu’il existe un avenir pour l’intégration, pour le Mercosud, et plus globalement, pour la politique extérieure du Brésil. |

| Summary, etc. | Has the coming to power of Jair Bolsonaro in 2019, following that of Donald Trump in 2017, fundamentally changed Brazil’s relations with the United States and its South American neighbours ? Both were at odds with the respective foreign policies of their predecessors, to which the two governments declared themselves in total opposition. To measure how unique this rupture was, we will first quickly underline the historical importance of regional and hemispheric relations, then the transition from an unwritten alliance to political and economic dead ends, to understand how Jair Bolsonaro’s foreign policy is an unprecedented and uncompensated alignment. On the South American continent, we are also witnessing a regional disintegration and non-alignment with the neighbours which raises doubts that there is a future for integration, for Mercosud, and more generally, for Brazilian foreign policy. |
