| Summary, etc. | Les îles indiennes des Andaman-et Nicobar présentent une situation géopolitique paradoxale. Idéalement situées à l’entrée d’un des détroits les plus importants de l’Indo-Pacifique, elles sont néanmoins tenues fermées et en marge des grandes dynamiques régionales. Cette situation est-elle susceptible de changer à l’heure où l’Inde s’affiche comme grand acteur de l’Indo-Pacifique et où les préoccupations de nombreux États se focalisent sur la sécurité des routes maritimes ? La visite du Premier ministre Modi dans l’archipel, fin 2018, a semblé l’indiquer, de même que ses propos deux ans plus tard, soulignant que les Andaman-et-Nicobar jouaient un rôle crucial, et appelé à se renforcer, dans le cadre de l’Indo-Pacifique. Nous montrerons néanmoins que le rôle de ces îles dans l’Indo-Pacifique devrait plutôt rester discret, limité et ambigu, et cela parce que le pouvoir indien les perçoit d’abord au prisme d’enjeux politiques intérieurs, qu’il y envisage ensuite une bien incertaine voie de développement et qu’il privilégie, enfin, la prudence quant à leur militarisation. |

| Summary, etc. | The Indian islands of Andaman-and Nicobar present a paradoxical geopolitical situation. They are ideally located at the entrance of one of the most important straits in the Indo-Pacific, yet they are kept closed and on the sidelines of major regional dynamics. Is this situation likely to change at a time when India is positioning itself as a major player in the Indo-Pacific and when the concerns of many states are focused on the security of maritime routes? The visit of Prime Minister Modi to the islands at the end of 2018 seemed to confirm that, yes, change was on the horizon, as did his remarks two years later, highlighting that Andaman-and-Nicobar would have a crucial and increasing role to play in the context of the Indo-Pacific. However, we will show that this role should rather remain discreet, limited, and ambiguous. This is because the Indian government perceives them first through the prism of domestic political issues, then envisions a very uncertain path of development for them, and finally prioritizes caution regarding their militarization. |
