| Summary, etc. | Le sommet de Bangkok des 1er et 2 mars 1996 inaugure le Dialogue Asie-Europe, dit encore Asia Europe Meeting (ASEM). Cet article retrace la genèse d’un processus de rapprochement de l’Asie du Sud-Est et de l’Union européenne, enclenché au début des années 1970, élargi à l’Asie du Nord-Est et endossé politiquement, au milieu des années 1990, par Lee Kuan Yew, le Premier ministre senior de Singapour, et Jacques Chirac, tout juste élu président de la République. Fondé sur l’exploitation d’archives communautaires et nationales inédites, il alimente la réflexion sur la redéfinition de la relation de l’Europe au monde au sortir des processus de décolonisation qui s’achevèrent dans les décennies 1960 et 1970. La genèse des rencontres Asie-Europe met au jour la force des intérêts nationaux, à peine voilés derrière la dynamique interrégionale, la mise en place par Singapour de pratiques diplomatiques interpersonnelles et la dureté de la compétition économique à l’orée du XXIe siècle. Au delà l’étude suggère aussi l’importance d’une histoire croisée des représentations entre deux sphères culturelles qui sont loin d’avoir soldé les comptes de l’époque impériale. |

| Summary, etc. | The Bangkok’s summit, which took place on the first and the second of March 1996, unveils the Asian-European Dialog, also known as the Asia Europe Meeting (ASEM). This paper develops and follows the genesis of the attempted merging process between South-East Asia and the European Union, which started in the early 1970s, and extended to North-East Asia, politically endorsed in the middle of the 1990s by Senior Prime Minister Lee Kuan Yew and Jacques Chirac, the newly elected President of the Republic. Based on unpublished European and national public records, this paper tends to feed into the discussions a new definition of the relationship between Europe and the world at the end of the decolonization process which took place within the 1960s and 1970s decades. The genesis that led to Asia and Europe encounters brings to the light the strength of national interests, scarcely concealed behind the interregional interests, the setting up of interpersonal diplomatic practices by Singapore and the harshness of the economic competition at the beginning of the Twenty First century. This study suggests also the importance of a crossed history of two cultural spheres that are still far away to have balanced the books of the imperial times. |
