Summary, etc. | RésuméConcernant le second XXe siècle, le changement urbain en France est souvent imputé à l’action déterminante de l’État. Cette lecture centralisatrice, dominante en histoire urbaine, peut être nuancée. L’article se propose d’explorer cette piste en envisageant la circulation de l’idée de piétonnisation des centres-villes qui constitue l’une des transformations marquantes des quartiers anciens au cours des années 1970. Dans l’Hexagone, l’État ne joue qu’un rôle secondaire dans ce processus. La découverte d’un fonds d’archives de l’OCDE consacré au phénomène des rues piétonnes a permis de proposer une interprétation de la diffusion de cette idée. Le changement urbain apparaît dans ce cas comme issu d’expériences menées localement par des municipalités, en France et dans d’autres pays. Identifié par l’OCDE, ce phénomène donne lieu à une enquête internationale qui informe dans un dernier temps des initiatives étatiques centralisées. Loin d’impulser le mouvement, l’État s’y raccroche tard, qui plus est en réutilisant opportunément un matériau préparé par une organisation internationale. Dès les années 1970, la question piétonne montre la complexité des problématiques urbaines contemporaines, entre local, national et transnational. |

Summary, etc. | “From the Local to the Transnational and then the National: The Contributions of the OECD’s Archives to Urban History” The urban changes that took place in France over the second half of the twentieth-century are often understood in terms of decisive state action. This centralizing reading, which has dominated urban history, can be qualified. The present article seeks to explore this prospect by considering the manner in which the idea of pedestrian zoning in city centers spread over the course of the 1970s. In metropolitan France, the state only played a secondary role in this process. The discovery of an OECD archival collection devoted to the phenomenon of pedestrian streets allows one to offer an interpretation of the spread of this idea. In this case, urban change appears to have resulted from experiments conducted in France and other countries at the local level by municipal governments. Identified by the OECD, this phenomenon gave rise to an international study that ultimately informed centralized state initiatives. Far from giving impetus to the movement, the state was a latecomer, one that, what’s more, made opportunistic use of material that had been prepared by an international organization. From the 1970s onwards, the pedestrian question shows the complex interplay of local, national and transnational considerations in contemporary urban questions. |
