Summary, etc. RésuméLe pouvoir issu de la Restauration Meiji (1868) lança un vaste programme de modernisation du Japon, dont la refonte de l’administration locale avec la suppression des fiefs et la création des départements en 1871. Leur grand nombre – 305 – amena le gouvernement à une réduction drastique: 38 en 1876. Dans plusieurs départements, des notables, paysans aisés et anciens guerriers, refusèrent ces modifications, mêlant à des arguments rationnels (transports, circuits commerciaux, fiscalité) d’autres sur la représentation. Ces actions se déroulèrent, notamment dans les conseils généraux créés en 1878. Nous nous proposons de présenter ces notables tant dans leur vision du nouvel espace administratif, que dans leurs rapports avec le pouvoir et les modalités de leurs formes d’action.

Summary, etc. The government born from the Meiji restoration (1868) embarked on an ambitious program for modernizing Japan, one element of which was a complete reorganization of local administration, with the suppression of fiefdoms and the creation of prefectures in 1871. These units were originally very numerous (305), a fact which prompted the government to drastically reduce them to 38 in 1876. In several prefectures however, local elites, from well-to-do farmers to former warriors, rejected these changes, invoking both economically rational arguments on transportation, trade networks and taxation, as well as issues of representation. These protests took place most notably in the local councils created in 1878. The paper aims at describing the vision these elites held of the new administrative space they faced, as well as their relationship to the power center and the forms of action they chose.

Summary, etc. ResumenEl poder nacido de la Restauración Meiji (1868) inició un amplio programa de modernización de Japón, incluyendo la reestructuración de la administración local con la supresión de los feudos y la creación de los departamentos en 1871. Su gran número – 305 – condujo al gobierno a reducirlos de manera drástica a 38 en 1876. En ciertos departamentos, algunos notables, campesinos acomodados y antiguos guerreros, rechazaron estas modificaciones, mezclando argumentos racionales (transportes, circuitos comerciales, fiscalidad) con otros tocantes a representaciones. Estas acciones tuvieron lugar en particular en las diputaciones creadas en 1878. Nos proponemos presentar aquí a estos notables, tanto en su visión del nuevo espacio administrativo como en sus relaciones con el poder y las modalidades de sus formas de actuar.
