| Summary, etc. | En Europe de l’Est, le développement du droit urbain, tel le droit de Magdebourg né durant le xive siècle, et des universités, espaces de diffusion de la culture occidentale depuis la même époque, ont permis la naissance d’expressions nationales et de résistance face aux empires dominants. Ce terrain forgé au cours des siècles est, pendant la domination de l’URSS et après sa chute, propice aux interactions entre les institutions non gouvernementales et la société civile, y compris à l’échelle internationale. Aujourd’hui, malgré le durcissement des régimes, les ONG poursuivent leur diplomatie d’action, toujours avec le soutien des cercles intellectuels. |

| Summary, etc. | In Eastern Europe, the development of urban law (such as the Magdeburg Law of the fourteenth century) and of universities (which have been spheres for the dissemination of Western culture since the same period) enabled national sentiment to emerge and dominant empires to be resisted. This terrain was forged over the course of centuries and fostered – both during the domination of the USSR and after its fall – an interaction between non-governmental institutions and civil society; this interaction also occurred on an international scale. At present, despite the hardening of regimes, NGOs continue to pursue active diplomacy, and are still receiving support from intellectual circles. |
