| Summary, etc. | Les organisations non gouvernementales (ONG) jouent un rôle croissant dans l’aide apportée aux catégories vulnérables, pour faire face aux effets de l’épidémie de Covid-19 en Europe, en réaction au manque de moyens et de coordination des politiques d’État. En se concentrant sur les conséquences majeures de la pandémie dans un domaine très spécifique, à savoir les politiques de migration et d’accueil de réfugiés, les organisations de la société civile ont suppléé les réponses gouvernementales à cette crise, en amortissant leurs incohérences et leur manque d’humanité. En plus de fournir une assistance continue aux personnes vulnérables, les ONG expérimentent de nouveaux espaces publics ouverts par la pandémie pour promouvoir le débat et l’appel à des réformes politiques. |

| Summary, etc. | The paper discusses the increasing roles of non-governmental organisations (NGOs) in assisting vulnerable categories, in coping with the effects of the COVID-19 outbreak in Europe, following the lack of state capabilities and policy coordination. Focusing on the major consequences imposed by the pandemic in a very specific policy field, that is to say, the migration and refugees’ policies, it is argued that civil society organisations have complemented governmental responses by mitigating their inconsistency and inhuman feature. Other than providing assistance to vulnerable people, NGOs are experimenting new public spaces, opened by the pandemic, to promote policy debates and reforms. |
