| Summary, etc. | L’époque est aux ruptures et l’institution militaire n’échappe pas au phénomène : missions d’un type nouveau, environnement bouleversé, adversaires incertains et insaisissables, technologie envahissante, coûts exorbitants, médias omniprésents… Le soldat se pose la question de son utilité et aussi de sa spécificité face à ces bouleversements qui ne suscitent aucun débat public dans les opinions comme au sein des sphères du pouvoir. La défense militaire du territoire et des populations ne semble plus être la priorité, alors même que les armées ne sont plus dimensionnées pour y répondre, même collectivement, en Europe. Parallèlement, l’aspect sacré de la mission se délite sous une apparente banalisation de l’état militaire, l’évaporation du soldat du paysage national et l’effacement du « commandement » dans l’appareil d’État accentué en partie par son absence d’expression publique sincère… Dans ces conditions, le soldat doit-il se résigner, s’isoler ou s’adapter tout en entretenant par nécessité les valeurs qui fondent l’état militaire ? La réponse appartient aux responsables politiques, certainement, mais qui doivent rester à l’écoute d’une hiérarchie militaire consciente de ses responsabilités et de la portée de ses convictions. |

| Summary, etc. | This is the era of clean breaks, and the military cannot escape the phenomenon. There are new tasks to be undertaken, an environment turned upside down, uncertain or unfathomable adversaries, technological ramifications, horrific costs, and the media everywhere! Soldiers wonder about their usefulness and also about their specific role in the face of these upheavals. No discussion of the matter is being undertaken among the general public or in the circles of power. Military defence of the country and its inhabitants no longer seems to be a priority, and armed forces are no longer designed to meet those concerns, even collectively, in Europe. At the same time, what was the sacrosanct aspect of the task crumbles when faced with visible demystification of the military, the disappearance of soldiers from the national landscape and the erasure of “command” from the State apparatus; this is partly exacerbated by a lack of sincere statements from governments. Given these circumstances, should a soldier resign himself to the situation, keep apart or adapt, while necessarily subscribing to the values underlying the status of the military? The answer is politicians’ responsibility, certainly, but they must continue to listen to the officers and high command, aware of those people’s responsibilities and the extent of their convictions. |
