Summary, etc. | RésuméCet article analyse les causes de la difficile adaptation de l’économie russe à l’importante contribution des connaissances à la performance économique et à la modernisation industrielle. Trois périodes sont distinguées. La première, 1985-1990, connue sous le nom de Perestroïka, a été marquée par une dépolitisation du processus de gestion des entreprises et des programmes universitaires. Les entreprises se consacraient à sauver les collectifs des travailleurs plutôt qu’à se moderniser. Les universités ont été orientées vers la valorisation de la recherche plutôt que vers l’activité de la recherche elle-même. Pendant la deuxième période (1991-1999), caractérisée par la libéralisation économique, la concentration des ressources nationales entre les mains de quelques oligarques et la fuite des capitaux et des cerveaux, la recherche publique a été déstabilisée et beaucoup d’attention a été prêtée à la création de mécanismes incitant à la concurrence plutôt qu’à la collaboration. La troisième période, depuis 2000, est marquée par le rétablissement financier des firmes nationales et par des incitations étatiques aux grands projets nationaux innovants. Summary, etc. | This paper analyzes the problems related to the maladjustments of the Russian economy to the growing importance of knowledge for economic performance and industrial modernization. Three periods are distinguished. The first 1985-1990, known as Perestroika, was marked by a strong reduction of political considerations in business management and university programs. The firms’ objectives became largely focused on the safety of collectives of workers rather than on industrial modernization. The universities were converted into adaptors of education to short-run economic needs at the expense of academic research. The second period, 1991-1999, was characterized by economic liberalization, concentration of national resources into oligarchic hands, outflow of capital and of scientists; public research was destabilized and much attention was paid to the creation of funding mechanisms giving incentives to competition rather than to collaboration. The third period, since 2000, has focused on financial recovery of national firms and increasing state incentives in national innovation projects. Classification JEL : L21, O31, P52 |
