| Summary, etc. | 80 hôpitaux reçoivent de l’assurance maladie une dotation annuelle pour financement de leurs recherches médicales. Elle est fondée sur des valeurs de résultats (publications, protocoles de recherche, brevets) et sur une proportion de leurs charges fixes. La mise en cause par l’IGAS de l’usage de ces financements peut conduire à afficher, au regard de chaque pôle de l’hôpital, une part de ces dotations. Mais la véritable création de valeur recherche requiert la connaissance des écarts produits-charges et le pilotage des allocations internes. Si les méthodes de la comptabilité analytique doivent être progressivement mises en œuvre, la démarche la plus pragmatique commande l’émission accrue d’appels d’offres internes, mobilisateurs en 5 ans de tous les financements recherche. L’objectif est de flécher progressivement toutes les charges directes et support à la faveur du pilotage rigoureux des projets de plus forte valeur ajoutée. |

| Summary, etc. | Towards a value creation model for hospital research activitiesThe French Social Security annually provides funding for medical research activities carried out in 80 hospitals. This grant depends on outcomes (scientific articles, clinical trials, patents) and on fixed costs. The government Health and Social Inspectorate’s recent questioning about the use of this funding may lead hospitals to display their funding apportionment between medical departments. But genuine value creation based on medical research requires knowledge on differences between incomes and expenses. If the cost accounting methods have to be gradually applied, the most pragmatic approach requires the growing use of in-house calls for proposals that would mobilize the whole medical research funding for the 5 next years. The aim is to progressively assign the whole direct and support costs with the help of a strict control of the most value added projects. |
